1. કામનો વ્યાપ – Scope of Work

પસંદ થયેલ એજન્સી દ્વારા નગરપાલિકા માટે આધુનિક, સુરક્ષિત, નાગરિકલક્ષી, મોબાઇલ રિસ્પોન્સિવ તથા Government Website Standardsને અનુરૂપ વેબસાઇટનું Design, Development, Deployment, Hosting Coordination, Testing, Security Compliance અને Maintenance કરવાનું રહેશે.

1.1 Website Design & Development

એજન્સીએ નગરપાલિકા માટે નીચે મુજબની સુવિધાઓ સાથે વેબસાઇટ વિકસાવવાની રહેશે:

• આધુનિક, સરળ તથા નાગરિકમૈત્રી User Interface.
• Desktop, Laptop, Tablet અને Mobile માટે Responsive Design.
• Gujarati અને English ભાષામાં સામગ્રી પ્રદર્શિત કરવાની સુવિધા.
• મુખ્ય પેજ તરીકે Home, About Municipality, Administration, Departments, Services, Notices, Tenders, Circulars, Government Schemes, Projects, News & Events, Contact વગેરે વિભાગો.
• નગરપાલિકાની સત્તાવાર માહિતી, અધિકારીઓની વિગતો, સંપર્ક વિગતો તથા જરૂરી જાહેર માહિતીનું પ્રદર્શન.
• Online Tender/Notice/Circular પ્રકાશિત કરવાની સુવિધા.
• Downloadable PDF/Documents માટે Document Management સુવિધા.
• Photo Gallery તથા જરૂરી હોય તો Video Gallery.
• મહત્વપૂર્ણ જાહેર સૂચનાઓ માટે Notice/Announcement Section.
• Website Search Facility.
• Sitemap તથા સરળ Navigation.
• Social Media/Official Communication Links માટે જરૂરી Integration.
• Website પર ઉપલબ્ધ તમામ સામગ્રીનું સરળતાથી સંચાલન કરી શકાય તે માટે CMS/Admin Panel.

1.2 Content Management System (CMS)

એજન્સીએ Administrator માટે સુરક્ષિત CMS ઉપલબ્ધ કરાવવાનું રહેશે, જેમાં અધિકૃત કર્મચારી દ્વારા:

• Page Add/Edit/Delete
• News/Events Management
• Notice Management
• Tender Management
• Circular/GR Upload
• Photo Gallery Management
• Important Links Management
• Officer/Department Information Management
• Document Upload/Download
• Banner/Slider Management
• User Management અને Role-based Access

જવી સુવિધાઓ ઉપલબ્ધ હોવી જોઈએ.

1.3 Accessibility અને GIGW 3.0 Compliance

વેબસાઇટનું ડિઝાઇન અને વિકાસ Guidelines for Indian Government Websites (GIGW) 3.0 તથા લાગુ પડતા accessibility requirementsને ધ્યાનમાં રાખીને કરવાનો રહેશે.

વેબસાઇટમાં ખાસ કરીને:

• Keyboard Accessibility
• Screen Reader Compatibility
• યોગ્ય Heading Structure
• Alternative Text (ALT Text) માટે સપોર્ટ
• યોગ્ય Colour Contrast
• Text Resize/Readable Typography
• Accessible Forms અને Form Labels
• Accessible Navigation
• Skip-to-Main-Content સુવિધા
• Meaningful Link Text
• PDF/Document accessibility જ્યાં લાગુ પડે ત્યાં
• Images માટે Alternative Text
• Mobile અને વિવિધ Screen Size પર ઉપયોગિતા

જાળવવાની રહેશે.

સરકારી વેબસાઇટની accessibility માટે GIGW 3.0 અને WCAG સંબંધિત ધોરણોને ધ્યાનમાં રાખવાની પ્રથા ગુજરાત સરકારની વેબસાઇટ્સમાં પણ દર્શાવવામાં આવી છે.

1.4 Security

વેબસાઇટના વિકાસ દરમિયાન લાગુ પડતા Government Cyber Security requirementsનું પાલન કરવાનું રહેશે.

એજન્સીએ:

• Secure Coding Practices અપનાવવાની રહેશે.
• HTTPS/SSL સપોર્ટ સુનિશ્ચિત કરવાનો રહેશે.
• Secure Authentication અને Role-based Access Control આપવાનું રહેશે.
• SQL Injection, XSS, CSRF તથા અન્ય સામાન્ય Web Application Vulnerabilities સામે સુરક્ષા રાખવાની રહેશે.
• Admin Panelને અનધિકૃત પ્રવેશથી સુરક્ષિત રાખવાનું રહેશે.
• Regular Backup અને Recovery mechanism ઉપલબ્ધ કરાવવાનું રહેશે.
• Security Testing/Vulnerability Assessmentમાં સહકાર આપવાનો રહેશે.
• Security Audit દરમિયાન મળેલ vulnerabilitiesનું સમયસર નિરાકરણ કરવાનું રહેશે.

GSDCમાં વેબસાઇટ હોસ્ટિંગ માટે સત્તાવાર માર્ગદર્શિકામાં security audit clearance અને Cert-In empanelled security auditor સંબંધિત જોગવાઈઓ દર્શાવવામાં આવી છે.

1.5 Gujarat State Data Centre (GSDC) Hosting

વેબસાઇટનું Hosting Gujarat State Data Centre (GSDC), Government of Gujarat ખાતે કરવાનું રહેશે, જ્યાં લાગુ પડતી સરકારી મંજૂરી/પ્રક્રિયા મુજબ hosting કરવામાં આવશે.

એજન્સીની જવાબદારીમાં:

• GSDC Hosting માટે જરૂરી technical coordination.
• Domain/Hosting સંબંધિત જરૂરી technical assistance.
• Server deployment/configuration માટે સહકાર.
• Database/Application deployment.
• DNS/SSL સંબંધિત જરૂરી configuration assistance.
• Backup અને restoration coordination.
• GSDC/સંબંધિત વિભાગ દ્વારા માંગવામાં આવતી technical information પૂરી પાડવી.

GSDC Government of Gujarat માટે centralized compute, storage, network અને security infrastructure પૂરી પાડે છે અને સરકારી applications તથા websitesના hosting માટે ઉપયોગમાં લેવાય છે.

નોંધ: GSDC દ્વારા ઉપલબ્ધ shared/common infrastructureને ધ્યાનમાં રાખીને એજન્સીએ પોતાના BOQમાં એવી infrastructure itemsનો સમાવેશ ન કરવો જે GSDC તરફથી ઉપલબ્ધ કરાવવામાં આવતી હોય, સિવાય કે વિભાગ દ્વારા ખાસ મંજૂરી/જરૂરિયાત દર્શાવવામાં આવે. ગુજરાત સરકારની સંબંધિત માર્ગદર્શિકામાં પણ GSDCની common/shared infrastructureનો ઉપયોગ ધ્યાનમાં રાખવાની સૂચના છે.

1.6 Domain Name

વેબસાઇટ માટે લાગુ પડતી Government Domain Policy મુજબ યોગ્ય Government Domain મેળવવા અને જરૂરી પ્રક્રિયા પૂર્ણ કરવા એજન્સીએ નગરપાલિકાને technical assistance આપવાની રહેશે.

Government domain ઉપલબ્ધ/લાગુ પડતો હોય તો સંબંધિત Government Domainનો ઉપયોગ કરવાનો રહેશે. અન્ય domainની જરૂરિયાત હોય તો સંબંધિત સત્તાધિકારીની પૂર્વ મંજૂરી મેળવવાની રહેશે.

1.8 Testing & Quality Assurance

Go-Live પહેલાં નીચે મુજબ testing કરવાનું રહેશે:

• Functional Testing
• Responsive Testing
• Browser Compatibility Testing
• Mobile Testing
• Accessibility Testing
• Security Testing
• Performance Testing
• Broken Link Testing
• Form Validation Testing
• CMS Testing
• Content Verification

Testing પૂર્ણ થયા બાદ જરૂરી Test Report નગરપાલિકાને સોંપવાની રહેશે.

1.9 Performance

વેબસાઇટ સામાન્ય નાગરિકોના ઉપયોગ માટે ઝડપી અને વિશ્વસનીય હોવી જોઈએ.

એજન્સીએ:

• Optimized Images
• Minified CSS/JS
• Browser Caching
• Optimized Database Queries
• Efficient Page Loading
• Mobile Performance

જવી જરૂરી તકનિકી પદ્ધતિઓનો ઉપયોગ કરવાનો રહેશે.

2. Maintenance & Support

વેબસાઇટનું Go-Live થયા બાદ કરાર મુજબ જરૂરી Maintenance અને Technical Support આપવાનું રહેશે.

Maintenanceમાં:

• Website Bug Fixing
• CMS Support
• Security Updates
• Minor Technical Changes
• Backup Support
• Server/GSDC Coordination
• Broken Link Correction
• Browser Compatibility Issues
• Accessibility-related corrections

નો સમાવેશ રહેશે.
